Fulltext:China-HungaryJointStatementontheEstablishmentofanAll-WeatherComprehensiveStrategicPartnershipfortheNewEra_GuangmingOnlineFulltext:China-HungaryJointStatementontheEstablishmentofanAll-WeatherComprehensiveStrategicPartnershipfortheNewEraBUDAPEST,May9(Xinhua)--Thefollowingisthefulltextofajointstatementontheestablishmentofanall-weathercomprehensivestrategicpartnershipforthenewerareleasedbyChinaandHungaryonThursday.JointStatementBetweenthePeople'sRepublicofChinaandHungaryontheEstablishmentofAnAll-WeatherComprehensiveStrategicPartnershipfortheNewEraAttheinvitationofH.E.TamasSulyok,PresidentofHungary,H.E.ViktorOrban,PrimeMinisterofHungary,H.E.XiJinping,PresidentofthePeople'sRepublicofChina,paidastatevisittoHungaryfromMay8to10,2024.Duringthevisit,PresidentXiJinpingheldtalkswithPresidentSulyokandPrimeMinisterOrban.Inanatmosphereoffriendliness,candorandmutualtrust,thetwosidesreviewedthesolidfoundationofrelationsbetweenChinaandHungaryandthetraditionalfriendshipbetweentheChineseandHungarianpeople,hadin-depthexchangesofviewsonbilateraltiesandinternationalandregionalissuesofmutualinterest,andreachedbroadconsensus.ThetwosidesspokehighlyofthecomprehensivestrategicpartnershipbetweenChinaandHungaryestablishedin2017,andexpressedtheirsatisfactionwiththefruitfuloutcomesofthepracticalandfriendlycooperationovertheyears.ChinaandHungaryvieweachotherasaprioritypartnerforcooperation,alwaysrespectandtreateachotherequally,andsetagoodexampleofmutuallybeneficialpragmaticcooperation.Thetwosidesagreedtomaintainhigh-levelexchanges,strengthenpoliticalmutualtrust,anddeepencooperationformutualbenefit,soastokeepthebilateralrelationshipatahighlevelandbringmorebenefitstothetwopeoples.Ontheoccasionofthe75thanniversaryoftheestablishmentofdiplomaticrelationsbetweenChinaandHungary,thetwosidesdecidedtoelevatethecurrentcomprehensivestrategicpartnershiptoanall-weathercomprehensivestrategicpartnershipforthenewera.Thestatementisasfollows:1.Thetwosidesagreetoactivelyusebilateralandmultilateraloccasionstoholdmeetingsbetweentheleadersofthetwocountries,andfurtherleveragetheroleoftheleaders'exchangesofthetwocountriesinprovidingstrategicguidance.2.HungaryrespectsthegreatachievementsthatChinahasscoredineconomicandsocialdevelopment,andhopesthattheChinesepeople,undertheleadershipoftheCommunistPartyofChina,willbuildChinaintoagreatmodernsocialistcountryinallrespects,achievetheSecondCentenaryGoalandadvancethegreatrejuvenationoftheChinesenationonallfrontsthroughChinesemodernization.ChinaapplaudsthemajorachievementsthatHungaryhasscoredinnationaldevelopment,andcommendsHungary'speaceful,openandpragmaticforeignpolicyanditspositiveroleinpromotingregionalstabilityandcommonprosperityofEurope.3.Thetwosidesfirmlysupporteachotherinsafeguardingnationalsovereignty,securityandterritorialintegrity.ChinarespectsHungary'sindependentchoiceofadevelopmentpathanddomesticandforeignpoliciessuitedtoitsnationalconditions,andsupportstheeffortsmadebytheHungariansidetomaintainnationalstabilityandpromoteeconomicdevelopment.TheHungariangovernmentremainsfirminadheringtotheone-Chinaprinciple,andreaffirmsthatthereisbutoneChinaintheworld,thattheGovernmentofthePeople'sRepublicofChinaisthesolelegalgovernmentrepresentingChina.HungaryopposesallformsofseparatistactivitiesatbreakingtheunityofChina.4.Thetwosidesarewillingtopromotehigh-levelexchanges,intensifytheexchangesandcooperationbetweenthecentralandlocalgovernments,legislatures,andpoliticalpartiesofthetwocountriesatalllevels,strengthenexperiencesharingongovernance,andfurtherenhancestrategicandpoliticalmutualtrust.5.ThetwosidesagreedthattheircooperationwithintheframeworkoftheBeltandRoadInitiative(BRI)hasyieldedfruitfulresults,andthattheBRIhasplayedapositiveroleinpromotingeconomicdevelopmentandimprovingpeople'slivelihoodinbothcountries.InordertoenrichtheChina-Hungaryall-weathercomprehensivestrategicpartnershipforthenewera,thetwosidesarecommittedtoenhancingsynergybetweentheBRIandHungary's"EasternOpening"policy.LeveragingmechanismsandplatformssuchastheChina-HungaryInter-GovernmentalBeltandRoadCooperationCommitteeandtheBeltandRoadCooperationPromotionCenter,thetwosideswillpursuedeeperandmoresubstantiveprogressinhigh-qualityBeltandRoadcooperation,jointlyensurethesafetyandsecurityandsmoothprogressofrelevantcooperationprojectsbetweenthetwocountries,andstriveformorefruitfulresultsinpracticalcooperation.Thetwosideswillfurtherstrengthenexchangesandcooperationoneconomicdevelopmentpolicies,andpromotethesharingofbestpracticesandexperienceinkeyareas.6.TheHungariansideappreciatesthepositiverolethatChineseenterpriseshaveplayedinthenationaldevelopmentofHungary,welcomesmoreChineseenterprisestoinvestanddobusinessinHungary,andiswillingtofosterafavorableinvestmentandbusinessenvironmentforthem.ThetwosidesacknowledgethatHungaryhasfavorableendowmentstoprovideameetingpointforEasternandWesterneconomiesandtechnologies.TheChinesesidewillcontinuetoencouragecapableChineseenterprisestoinvestinHungary.Thetwosideswillpromoteorderlycooperationinemergingfieldsincludingcleanenergy,artificialintelligence,mobilescommunicationtechnologyandnuclearenergyandtechnology.TheHungary-SerbiaRailwayisalandmarkprojectunderBeltandRoadcooperation,andalsoaflagshipprojectofCooperationbetweenChinaandCentralandEasternEuropeanCountries(China-CEECCooperation).ThetwosidesarewillingtoactivelypromotetheconstructionoftheHungariansectionoftheHungary-SerbiaRailway,andjointlypromotehigh-levelconnectivityinCentralandEasternEurope.ThetwosidesarewillingtoactivelysupportthesoundandsteadydevelopmentoftheChina-EuropeLand-SeaExpressLine,andpromoteconnectivityandtradebetweenChinaandHungary.7.ThetwosidesagreedthatChinesemodernizationwillbringnewopportunitiesforeconomiccooperationandtradebetweenthetwocountries,andthatstrongerpracticalcooperationandclosereconomictiesservethefundamentalinterestsforthetwopeoplesofChinaandHungary.ThetwosideswillmakefulluseoftheChina-HungaryEconomicJointCommitteeanditsaffiliatedworkinggroupsone-commerceandtrade,supportgreaterexchangesbetweentrade,investmentandindustrialpromotionagenciesaswellasbusinesschambersandassociationsofthetwosides,deepencooperationindigitaleconomyandgreendevelopment,fosternewdriversoftradeandeconomicgrowth,expandthescopeanddepthofeconomicandtradecooperation,andjointlysafeguardthestabilityandsecurityofindustrialandsupplychains.8.ThetwosidesspokehighlyofthedevelopmentoftheChina-EuropeRailwayExpressbetweenChinaandHungary,andagreedtoestablishaninter-governmentalcooperationmechanismontheChina-EuropeRailwayExpress,promoteinfrastructureconnectivity,andjointlytakepracticalmeasurestoensurethesecurityofthetransportroutesandimprovethequalityandefficiencyoftheChina-EuropeRailwayExpress,soastoprovideimportantsupportfordeepeningeconomicandtradecooperationbetweenthetwocountries.9.TheChinesesideappreciatesHungary'sactiveparticipationintheChinaInternationalImportExpo,theChinaInternationalFairforTradeinServices,theChinaImportandExportFairandtheChina-CEECExpo.ChinaunequivocallysupportsHungarianenterprisesintakingabiggerpartinallkindsofeconomicandtradeexposandfairsheldinChina.ThetwosidesagreedtodeepencooperationonthefacilitationofcustomsclearanceoftheChina-EuropeLand-SeaExpressLinetofacilitatecross-bordertrade.TheChinesesidewelcomesmorequalityproductsandeligibleenterprisesofHungarytoentertheChinesemarket.10.ThetwosidesrecognizedthehugepotentialinagriculturalcooperationbetweenthetwocountriesandthesoundprogressmadeundertheframeworkoftheChina-CEECagriculturalcooperationmechanism.ThetwosideswillgivefullplaytotheroleoftheChina-Hungaryhigh-levelworkinggrouponagricultureandothermechanisms,inordertostrengtheneconomic,tradeandinvestmentcooperationbetweenagriculturalenterprisesofbothsides,wideningmarketaccess,promotethecooperationof"smallandbeautiful"projects,andstrengthencooperationinareassuchasanimalhealthandjointresearchanddevelopmentofdeepprocessingtechnologiesforagriculturalproducts.Thetwosidesagreetoestablishaworkinggroupbetweentherelevantauthoritiesinordertoenhancetechnicalexchangesonzoningandcompartmentalisation,initiatestructureddialogueandpromotetoachieveazoningandcompartmentalisationagreementincaseofanimaldiseasesinanearlymanner.11.Thetwosideswillfurtherdeepencooperationonfinance,encouragefinancialinstitutionsofbothsidestoprovidefinancingsupportandfinancialservicesfortradeandinvestmentcooperation,furthertapthecooperationpotentialingreenfinanceandotherfields,andcontinuetojointlyissuegreenPandabonds.TheHungariansideappreciatesthevalsuablefiscalandfinancialsupportofChina.TheChinesesidesupportsChinesefinancialinstitutionsinsettingupbranchesinHungaryincompliancewithregulatoryrequirements.12.Thetwosidesarewillingtostrengthenexchangesandcooperationonlandandspatialplanning,promotetheestablishmentofaregularcommunicationandexchangemechanism,jointlyexplorewaystopromotehigh-qualitydevelopmentthroughhigh-levelenvironmentalprotection,andjointlyaddressnewchallengesonthefrontsofglobalization,urbanization,thegreenandlow-carbontransition,andsustainabledevelopment.13.Thetwosidesarecommittedtoexpandingculturalandpeople-to-peopleexchangesandcooperation,jointlyhostingcommemorativeactivitiesforthe75thanniversaryoftheestablishmentofdiplomaticrelationsbetweenChinaandHungaryin2024,andcontinuouslyconsolidatingthefriendshipbetweenthetwopeoplesandthepopularfoundationofbilateralrelations.ThetwosideswillsupportexchangesandcooperationbetweentheChinaCulturalCenterinBudapest,theLisztInstitute-HungarianCulturalCenterinBeijingandtheirrespectivedomesticculturalinstitutions,artacademiesandgroups,andvocationalcollegesofcultureandart,supportholdingartprojectsandexhibitionsineachother'scountry,andencouragethetranslation,publishingandpromotionofliteraryworks.14.Thetwosideswillstrengthencoordinationandcommunicationontourismpolicies,jointlydeveloptourismroutesanddesigntourismproducts,topromotetherapidrecoveryandhealthydevelopmentofthetouristindustry.TheHungariansidehighlycommendsChina'simplementationofavisa-freepolicyforHungaryonatrialbasis.TheChinesesidehighlycommendsthenewvisafacilitationmeasuresforthemanagementandqualifiedexpertsoflargekeyChinesecompaniesinvestinginHungary.Thetwosidesarewillingtofurtherenhancetheirrespectivelevelsofvisafacilitationandcreatemorefavorableconditionsfortwo-waytravelsintheframeworkofapplicableinternationalandnationalobligations.ThetwosidessupportairlinecompaniesofthetwocountriesinincreasingdirectflightsbetweenChinaandHungaryinaccordancewithmarketdemandgivingfurtherboosttothedevelopmentofbusiness,tourismandpeople-to-peoplecontacts.15.Thetwosideswillfurtherstrengthencooperationineducation,supportmoreexchangesbetweenuniversitiesandthinktanksofthetwocountries,encourageeducationalinstitutionsofthetwocountriestocarryoutjointresearchandtrainingprojects,andsupporttwo-wayexchangesofyoungstudents.ThetwosidesagreedtogivefullplaytotheroleoftheHungarian-ChinesebilingualschoolandtheConfuciusInstitutessetupinHungary,andtheHungarianlanguagecoursesatChineseuniversities,continuetosupporttheyouthofthetwocountriesinlearningeachother'slanguage,anddeepencooperationinlanguageteaching.16.Thetwosideswilldeepenmutuallybeneficialcooperationinscientificandtechnologicalinnovation.ThetwosidesagreedtoholdanewregularsessionoftheChina-HungaryScienceandTechnologyCooperationCommitteewithinthisyear,continuetoexpandpeople-to-peopleexchangesonscienceandtechnology,strengthenthebuildingofjointscientificresearchplatforms,andfurthertapthecooperationpotentialinbasicresearch,appliedresearchandtheapplicationofscientificandtechnologicalresearchoutcomes.17.Thetwosidesattachgreatimportancetothehealthandwell-beingofthepeople,andtheircooperationonfightingCOVID-19hadbeenpacesettingintheworld.Thetwosideswilldeepencooperationonhealthandworkforimprovedglobalgovernanceonpublichealth.Thetwosideswillstrengthencooperationinareassuchashealthpolicy,preventionandcontrolofinfectiousdiseasesandnon-infectiouschronicdiseases,digitalhealth,humanresourcesforhealth,medicalresearchandtraditionalmedicine.BothsidessupportthepromotionandapplicationoftraditionalChinesemedicineinHungaryandCentralandEasternEurope.18.Thetwosideswillcontinuetopromotefriendshipofsistercities,facilitatefriendlyexchangesbetweentheyouthofthetwocountries,andexpandexchangesandcooperationinsuchfieldsassports,filmandtelevision,andmedia.19.ThetwosidessharetheviewthatChina-CEECCooperationhaseffectivelypromotedpracticalcooperationandpeople-to-peopleexchanges,andhasbecomeanimportantplatformforChinaandCentralandEasternEuropeancountriestodeepenfriendshipandmutuallybeneficialcooperationaswellasausefulcomplementtoChina-EuropeandChina-Hungaryrelations.InkeepingwithmajorinitiativesoftheEU,China-CEECCooperationhasfacilitatedthedevelopmentoftheChina-EUcomprehensivestrategicpartnership.TheChinesesideappreciatesthecontributionmadebytheHungariansidetothedevelopmentofChina-CEECCooperation,andsupportstheHungariansideinplayingamoreimportantroleinfinance,transportation,tourism,health,scienceandtechnology,people-to-peopleexchanges,environment,businessandotherareasofcooperationwithintheChina-CEECCooperationmechanism.Thetwosidesstandreadytostrengthencommunicationandcoordinationbasedontheprincipleofopenness,inclusivenessandmutualbenefittojointlypushfornewandgreaterprogressinChina-CEECCooperation.20.ChinareaffirmsitscommitmenttothedevelopmentofChina-EUcomprehensivestrategicpartnership,encourageshigh-levelexchangesinordertopromoteconvergenceofviewsonstrategicissues,increasehumanexchanges,jointlyaddressglobalchallengesandpromoteeconomiccooperationinaproactiveandbalancedmanner.Hungary,asamemberstateoftheEuropeanUnion,sharestheseguidelinesandwillmakeitscontributiontothem.21.ThetwosidesunderlinetheimportanceofsettlingdisputesbetweenStatespeacefullythroughdialogueandconsultations.HungarypaysparticularattentiontotheGlobalDevelopmentInitiative,theGlobalSecurityInitiativeandtheGlobalCivilizationInitiativeproposedbyChina.Thetwosidesreaffirmtheimportanceofglobalsecurityandpeace.ThetwosidesreaffirmthattheywilljointlysafeguardtheinternationalsystemwiththeUnitedNationsatitscore,theinternationalorderunderpinnedbyinternationallawandthebasicnormsofinternationalrelationsbasedonthepurposesandprinciplesoftheUNCharter,workforajustandmoreequitableinternationalorder,andfirmlysafeguardworldpeaceandstability.Editor:DisclaimerTheviewsandopinionsexpressedinthisarticlearethoseoftheauthor's,GMW.cnmakesnorepresentationsastoaccuracy,suitability,orvalidityofanyinformationonthissiteandwillnotbeliableforanyerrors,omissions,ordelaysinthisinformation.
